In 1989, a group of PCP-Sendero Luminoso subversives dressed as military personnel surprised the population of Huaycahuacho and assassinated Rogelio Jurado, who was a community leader. The subversives disguised themselves as military personnel to deceive the population and be able to carry out their objective. This selective assassination was part of the Shining Path's strategy to eliminate community leaders who could organize resistance against their presence in the area. Later, in 1991, the army would force the formation of peasant patrols in Huaycahuacho, and that same year the PCP-SL would assassinate six ronderos in retaliation.
