In 1989, subversives raided the town of Chupacc, where they killed 30 peasants. This attack was part of a series of violent incursions in the area, as in the same year they also attacked Santo Tomás de Pata, killing 25 peasants. These events occurred in a context where the zone was administered by the political-military command, during the third attempt by the Armed Forces to consolidate the Rondas committees. The attacks represented an escalation of violence against the civilian peasant population in the province of Acobamba, Huancavelica.
