In 1989, the PCP-SL declared the beginning of the second stage of its people's war, called 'strategic balance'. This phase marked a change in the group's strategy, moving from a defensive position to a more direct offensive against institutions and organizations. During this stage, the PCP-SL intensified its attacks against the Catholic Church and popular organizations, seeking to control the territory through attacks, threats and assassinations against any power or organization they did not control. This phase was characterized by a significant increase in violence against social leaders, including union leaders and leaders of grassroots organizations.
