Leap to the strategic balance of the PCP-SL

In 1989, the PCP-Sendero Luminoso implemented its strategy of 'jumping to strategic balance', expanding the armed conflict nationwide and provoking the second highest peak of fatalities in the 1980-2000 period.

At the end of the 1980s, the PCP-Sendero Luminoso undertook what it called the "leap to strategic balance", marking a new phase of the internal armed conflict. This strategy implied the expansion of subversive action into new regional scenarios, giving the conflict a more national character. The year 1989 represented the second peak of the conflict's intensity after 1984, with a notable escalation of violence that would remain at high levels until 1992. This phase was characterized by a significant increase in the number of localities affected and a greater geographic diversification of violent actions.
