Second peak of violence

The second peak of violence occurred in 1989, initiating a period of escalation that lasted until 1992. Unlike the first peak in 1984, this period was characterized by a national expansion of the conflict and a greater geographic diversification of the violence.

The second peak of violence in the internal armed conflict occurred in 1989, marking the beginning of a period of escalation that remained at relatively high levels until 1992, the year of the capture of Abimael Guzmán Reinoso. This period was characterized by the expansion of the conflict to more and more parts of the country, acquiring a relatively more national character. Between 1989 and 1992 were the years when more localities experienced the internal armed conflict. The new escalation of violence was caused by the expansion of the PCP-SL's actions to new regional scenarios, in what they called the 'leap to strategic balance', accompanied by a refinement and greater selectivity of the State's counter-subversive strategy.
