This was the second attack on the grave of Lagos, who had been a militant of the PCP-SL. The first attack had occurred on August 9, 1988, when the tomb was destroyed and flyers of the same commando were found. The Rodrigo Franco Commando was a group that called itself formed by citizens "tired of the government's incapacity, of Alan Garcia Perez's demagogy and of the indecision of the forces of law and order".
