This event took place in a context of worsening Shining Path violence in the Junin region during that month. The armed strike was part of the PCP-SL's strategy to paralyze activities and demonstrate its presence and territorial control in the area. During the first 12 days of December of that year, 32 towers of the interconnected electric power system had been knocked down, showing the intensification of the violent actions of the subversive group in the region.
