Aprista Congress elects Luis Alva Castro as Secretary General

The Aprista Congress was held and elected Luis Alva Castro as the new Secretary General of the Peruvian Aprista Party (PAP). This appointment was significant because Luis Alva Castro was publicly known as a rival of then president Alan García Pérez, who was also a member of the PAP.
