State of Emergency in Junín

In November 1988, Alan Garcia's government decreed a State of Emergency in all provinces and districts of Junin due to increased attacks by the PCP-SL and MRTA, appointing General Manuel Delgado Rojas as Chief of the Political Military Command. Following the declaration, human rights violations increased significantly, including torture, disappearances and extrajudicial killings.

In November 1988, due to the increase in the number of attacks and victims caused by the PCP-SL and the MRTA, Alan Garcia's government decreed a State of Emergency in all provinces and districts of Junin. Army General Manuel Delgado Rojas was appointed as Chief of the Political Military Command. Following the declaration of the state of emergency and after the Army assumed political-military control of the department, threats, kidnappings, torture of detainees, extrajudicial killings and disappearances of people increased. These violations of fundamental rights became part of daily life, as had already happened in Ayacucho.
