Junín and Oxapampa declared in state of emergency

In October 1988, the department of Junin and the province of Oxapampa were declared in a state of emergency due to the advance of the Shining Path PCP, which had established numerous Popular Committees in the Ene valley and was expanding its influence to other districts.

In October 1988, the entire department of Junin and the province of Oxapampa were declared in a state of emergency. By that time, the Shining Path PCP had organized numerous Popular Committees in the Ene valley, which were set up as support bases for their incursions. Despite the state of emergency, the subversive influence advanced from the Ene towards the districts of Rio Tambo, Pangoa and Mazamari. In these areas, the PCP-SL dominated the areas, especially outside the cities, and became the new power after the assassination of authorities and criminals.
