In October 1988, a subversive column of the Shining Path PCP clashed with the police in the province of Condesuyos, on the border of the department of Arequipa with Cusco. This confrontation took place in the context of the expansion of the southern regional committee of the Shining Path PCP, which under the leadership of María Pantoja Sánchez had consolidated its presence in Cusco and Puno. The action in Condesuyos represented the extension of subversive activities towards the border with Arequipa, as part of the strategy of setting up Popular Committees in the high provinces of the southern Andean region.
