In September 1988, a cabinet reshuffle took place in the government of Alan Garcia Perez. This ministerial change took place in a context of serious economic crisis, with food shortages that had generated strong public protests days before. On September 8, Minister Abel Salinas Eyzaguirre announced the government's decision to initiate contacts with international financial organizations. On September 13, President Garcia admitted that the government was wrong in maintaining a consumerist policy with cheap gasoline, interest and dollars for too long, which ended up impoverishing the State.
