Minister Abel Salinas presents economic plan and packages

In September 1988, Minister Abel Salinas Eyzaguirre presented an economic plan that included Peru's return to the IMF and the World Bank, and announced economic adjustment measures (paquetazos) that generated popular protests, including a march of empty pots repressed by the police.

Minister Abel Salinas Eyzaguirre announces the government's decision to initiate contacts with international financial organizations. On September 8, in the Senate, he presents the government's economic plan. On September 13, President Alan García Pérez admits that the government made a mistake in maintaining a consumerist policy for too long, with cheap gasoline, interest and dollars, which ended up impoverishing the State. The new economic measures generated protests from political parties, trade unions and business organizations. On September 23, Peru returned to the international financial community, explicitly to the IMF and the World Bank, which required an unprecedented rescue operation, since the outstanding obligations exceeded 1 billion dollars.
