Appointment of Juan Luis Cipriani as auxiliary bishop of Ayacucho

Juan Luis Cipriani was appointed auxiliary bishop of Ayacucho on July 3, 1988. His administration was characterized by maintaining a position of justification of human rights violations and endorsing with his omissions the assassinations committed by paramilitary groups.

On July 3, 1988, Juan Luis Cipriani was named auxiliary bishop of Ayacucho, who little by little acquired a certain influence in the political life of the department. Cipriani will maintain a position justifying the violation of human rights, endorsing with his words and omissions the numerous murders committed by those "paramilitary" groups that continue their operations. Between 1989 and 1991 these paramilitary groups lead to the registration of the highest number of victims of the three UNSCH university strata. His appointment coincides with a new offensive of the PCP-SL after its first congress and the declaration of the transition to the stage of "strategic balance".
