On June 13, 1988, the province of Cotabambas in the department of Apurimac was declared an emergency zone for 30 days. This measure was taken in the context of the increase of PCP-Sendero Luminoso actions in the region. The declaration of emergency was part of the government's strategy to confront the expansion of subversive violence in the provinces of Apurimac. Months later, in December of the same year, the PCP-SL assassinated two French and one Peruvian aid workers from the International Center for Cooperation for Agricultural Development (CICDA) and two other people in the district of Haquira (Cotabambas).
