On June 5, 1988, three villagers were detained at the Churcampa fair by soldiers from the Churcampa Counter-Subversive Base. The detainees were Saturnino de la Cruz Soto, Marino de la Cruz Soto and Francisco Taipe Ccoñas. This arrest occurred in the context of the intensification of subversive incursions in the area since 1988, which provoked an intensified counter-subversive response. The military forces carried out patrols and, when they did not find any hikers, they proceeded to arrest villagers on suspicion of collaborating with the subversion.
