In May 1988, Prime Minister Armando Villanueva del Campo announces tougher measures against terrorism. The Interministerial Commission for the counter-subversive fight was created as part of the hardening of government policy. The commission was formally installed in June 1988 and was made up of the Minister of Defense (López Albújar), the Minister of the Interior (Soria) and the Minister of Justice (Carrillo). This initiative was framed in the context of intensified political violence, including the Cayara massacre of May 14 of that year.
