Creation of the Comité de Lucha de Obreros y Trabajadores Clasistas de la Carretera Central (CLOTCCC) (Central Highway Class Workers' Struggle Committee).

In April 1988, a hundred delegates from the trade union bases of the Eastern Zone met in Ñaña to agree on the creation of the CLOTCCC, the PCP-SL's own trade union organization. This organization was part of the Shining Path's strategy of creating their own organizations after initiating their struggle against the CGTP in 1987.

The PCP-SL created the Comité de Lucha de Obreros y Trabajadores Clasistas de la Carretera Central (CLOTCCC) as part of its strategy of creating its own organizations in the trade union sphere. The creation was agreed upon in April 1988 by a hundred delegates from different union bases in the Eastern Zone who met in Ñaña. This organization arose in the context of the second phase of the Shining Path's actions in relation to the unions, after the PCP-SL began its struggle against the CGTP in 1987. Parallel to the creation of the CLOTCCC, a base of the MRDP (Revolutionary Movement for the Defense of the People) appeared in the area. Among the unions infiltrated by the PCP-SL in 1989 were those of Nylon, FAM, Atlas, COPE, Tabacalera Nacional, Bata, Tejidos La Unión and Pelikán.
