Military tortures indigenous peasant with racist insults at Cotabambas Military Base, Apurimac
The affiant was intercepted by military personnel and taken to the military base in the area. The Captain insulted him saying 'So cojudo, indio de mierda' and accusing him of being an accomplice of terrorists. They began to punch and kick him. He was then tortured by the lieutenant, who hung him by his feet with his hands tied behind his back and introduced him headfirst into a tank full of water on several occasions until he lost consciousness. The case is evidence of torture with a component of racial discrimination.
