First Congress of the PCP-SL defines new strategy for urban offensive
The Shining Path held its first party congress in three parts. During this congress it was defined as a new objective of its people's war plan that the strategic balance should shake the whole country, proposing to accentuate its offensive in urban areas, mainly in Lima. Between sessions, an interview appeared in El Diario with its leader Abimael Guzmán, who offered the most complete direct version known to date about his organization and its goals.
