Second cycle of intense Shining Path violence with greater organized peasant resistance

Around 1988, another cycle of intense violence was unleashed in the new scenarios where the Shining Path had expanded its operations. The magnitude of the crimes and violations can be explained by similar causes to the first cycle. However, in this period the resistance of the population, its authorities and social leaders was much earlier and more determined, as demonstrated by the successful resistance of the Puna peasant communities and the expansion of the peasant patrols and self-defense committees. The State and the forces of law and order had managed to design a new, more selective counter-subversive strategy.
