Murder of Manuel Febres Flores, lawyer of the Shining Path leader Osmán Morote, captured shortly before by DIRCOTE. This was the first recorded case of action by the alleged paramilitary group Comando Rodrigo Franco. Various sources linked its appearance and actions to the Aprista Party and members of the police under the control of Agustín Mantilla.
