In January 1988, the PCP-SL stormed the community of Chongos Alto with the objective of organizing a Popular Committee. This event occurred in the midst of disagreements and land claims between different communities in the area, including disputes between Chongos Alto as the 'mother' community and the 'daughter' communities (Llamapsillon, Palaco and Palmayoc). The seizure took place in a context of conflicts over the unequal distribution of land by SAIS-Cahuide, where the largest extension had been given to the community of Chongos Alto. This assault was part of the PCP-SL's strategy to establish territorial control through the creation of Popular Committees in the region's peasant communities.
