The First Congress of the PCP-SL was held in January 1988, a crucial event in the history of the subversive organization. During this congress the document 'Bases for Discussion' was presented, where for the first time the 'Gonzalo Thought' was mentioned as a guide for the Peruvian revolution. This congress reaffirmed the strategy of making the countryside the main theater of actions and the cities the necessary complement, with the aim of moving from defense and strategic balance to strategic offensive and the capture of power. This event marked the ideological consolidation of Abimael Guzmán's leadership within the party.
