In January 1988, the PCP-SL organized a meeting of residents of Chongos Alto with the objective of establishing a Popular Committee. During this meeting, some community members were designated as responsible for it. This event was part of the rapid expansion of the Shining Path's influence in the Cunas area, where the PCP-SL had begun to make inroads since the second half of 1987. The meeting sought to consolidate the Shining Path's 'new power' in the district, designating villagers, particularly young people, to take on roles in the Popular Committee structure.
