First Popular Committee in Chongos Altos

In January 1988, the Shining Path PCP installed the first Popular Committee in Chongos Altos, a district located in the province of Canipaco. This committee represented the consolidation of the PCP-SL's territorial control in the area, after an initial strategy of destroying the old state by harassing police posts and threatening authorities. The PCP-SL appointed new authorities who began to supervise the life of the population, attend to requests for conflict resolution, punish adulterers and punish abigeos. This Popular Committee became the new power in the countryside, exercising parallel government functions in the area.
