In 1988, the MRTA established the Edward Cumapa military detachment in the Huayabamba valley as part of its organizational structure in the Northeastern Front. This detachment was part of the eight zones controlled by MRTA in the department of San Martin. The Huayabamba valley was considered a strategic zone because of its access to other areas such as Alto Mayo, Middle Mayo and Central Huallaga. Beginning in 1989, the MRTA established its territorial border on the left bank of the Huallaga River, specifically in the hamlet of Dos de Mayo in the Huallabamba valley, thus asserting its dominance in the region.
