In the Río Negro district, the community members heard about the transit of armed Shining Path members since 1988. This event is framed within the period of PCP-SL control of Satipo between 1987 and 1990. In 1987, PCP-SL had begun to commit the first selective assassinations of authorities in the colonist communities in the area. During 1989, the PCP-SL intensified the recruitment of youths and children, both in the cities and in the rural areas neighboring the highway.
