State of emergency in Junín

In the last months of 1988, a state of emergency was decreed throughout the department of Junín in response to the intensification of PCP-SL violence. Initially, this measure did not succeed in counteracting the terrorist control over the population of the Canipaco valley.

In the last months of 1988, a state of emergency was decreed throughout the department of Junín. This decree was a response to the intensification of PCP-SL violence in the region, which included the destruction of police posts in Chongos Alto and Yanacancha in mid-1988, and multiple incursions into communities in the Canipaco valley. Initially, however, the state of emergency did not affect the Shining Path's control over the valley's inhabitants by creating an atmosphere of terror. The army had already been conducting raids since 1984 from its military base in the district of Vilca (Huancavelica), but the military presence intensified later.
