These police posts represented the presence of the State in the region, where land conflicts were developing between communities and SAIS Cahuide. The army had been conducting raids since 1984 from its military base in the district of Vilca (Huancavelica). In the last months of 1988, a state of emergency was decreed throughout the department of Junín, although initially this did not affect the control that Sendero exercised over the inhabitants of the valley through an atmosphere of terror.
