The First Party Congress of the PCP-SL was held clandestinely in 1988 in Monterrico Norte, Lima, in the building of the Organizational Support Department (DAO) directed by Elvia Nila Zanabria Pacheco. The congress was held during three sessions in a military residential area.
The First Party Congress of the PCP-SL was held clandestinely during three sessions in a military residential area in Monterrico Norte. The Congress was held in the building where the Department of Organizational Support (DAO) functioned, in charge of lawyer Elvia Nila Zanabria Pacheco, who was a member of the Central Committee. The main Shining Path apparatuses such as the DAO, GAP and GTE operated in the residential area in the center of the capital. The DAO operated in Monterrico Norte until June 1990, when it was raided by the police.
