In 1988, General José Valdivia Dueñas assumed command of the political-military command. This change of command took place in a context of intensification of the internal armed conflict in the region. For its part, the PCP-SL called for two more armed strikes that year, one in July and the other in November. The political-military command, under his leadership, began to call for false armed strikes, distributing flyers calling for the paralyzation of all activities, in an attempt to counteract the PCP-SL.
