Police reform of 1988
The 1988 police reform in Peru resulted in the loss of several records of police killed in combat against subversion, which made it impossible to accurately determine the actual number of police casualties during the internal armed conflict.
During the 1988 police reform process in Peru, several records of police members who had died in the fight against subversion were lost. The Ministry of the Interior submitted to the CVR a list of 568 members of the police who died as a result of the fight against subversion, but several elements led to the assumption that the real number of deceased policemen could be higher. The loss of records during this reform, in addition to possible registration errors in police institutions, prevented an accurate count of police casualties during the internal armed conflict.
