Repopulation of Chapi as Belén de Chapi

On December 25, 1987, Major Miguel Seminario Ayacuchano organized the repopulation of Chapi with approximately 150 returnees from Andahuaylas, renaming the place Belen de Chapi after the Christmas holiday. This event marked a change in military policy towards the civilian population in the Chungui area.

On December 25, 1987, under the command of Major Miguel Seminario Ayacuchano, Chapi was repopulated and renamed Belén de Chapi in commemoration of the Christmas holiday. Major Ayacuchano, who was appointed as head of the Chapi base between October and December 1987, changed the army's attitude towards the civilian population, prohibiting the beatings, tortures and executions that had characterized previous military operations. This officer gathered the people who were dispersed in the mountains and organized the return of approximately 150 people from Andahuaylas to Chapi. The repopulation marked a turning point in the counterinsurgency strategy, going from indiscriminate annihilation to the recovery of the population from the hands of the PCP-Sendero Luminoso.
