Prison event report account

On December 5, 1987, the Congress board of directors presented two reports on the events of June 1986, one in the majority and the other in the minority. The Congress approved the opinion that excluded the President and the ministerial cabinet from political responsibility.

The Board of Directors of the Congress reported on two reports issued by the Commission of Inquiry into the events of the prisons that occurred in June 1986. Two reports were presented: a majority report with seven signatures and a minority report with six signatures. The majority report pointed out the President of the Republic Alan Garcia Perez, the ministerial cabinet Alva Castro and the Joint Command of the Armed Forces as politically responsible for the massacre of the prisons. However, the Congress approved the majority opinion that excluded the head of state and the ministerial cabinet from any political responsibility for the massacre.
