Approval of opinion on massacre in prisons

In December 1987, the Peruvian Congress approved the majority opinion on the June 1986 prison massacre, excluding President Alan García Pérez and the ministerial cabinet from political responsibility. The investigative commission had presented two contradictory reports on the responsibility of the authorities in the events.

On December 1, 1987, the commission investigating the case of the prisons presented its report, signed by six members, pointing out the President of the Republic, the Alva Castro ministerial cabinet and the Joint Command of the Armed Forces as politically responsible for the massacre of the prisons that took place in June 1986. On December 5, the board of directors of the Congress reported on two reports issued by the investigative commission: one in the majority with seven signatures and the other in the minority with six signatures. Finally, Congress approved the majority opinion of the investigating commission of the prison events, which excluded the head of state and the ministerial cabinet from any political responsibility for the massacre. This decision generated controversy by exonerating the political authorities of responsibility for the events that had caused numerous deaths in the prisons of Lima and Callao.
