Civic day convened in December 1987 in Lima with the participation of various institutions, authorities and political parties to promote peace in the context of the internal armed conflict. It was followed by other similar initiatives in 1988.

In December 1987, a Civic Day for Peace and Life was called, with the participation of a wide variety of institutions, authorities and political parties. This day was held in the context of the increase of political violence in Lima and the country, seeking to create a common front against terrorism. One year later, in 1988, the municipality of Lima called for a Day for Peace, and in the framework of the solemn session held in the Provincial Council of Lima, Mayor Jorge del Castillo (APRA) proposed to institute 1988 as the Year of National Peace. These initiatives arose after significant violent events such as the massacre of Shining Path prisoners in Lima's prisons in June 1986.
