At the end of 1987, a police post was installed in Querobamba, the current provincial capital of Sucre. This installation took place in a context where the authorities and teachers had progressively abandoned the area, which had intensified the presence of the PCP-SL, who had designated 'comrade Julio' as responsible and had begun to forcibly recruit students to participate in armed actions and propaganda in the surrounding area. The police post sought to reestablish state presence in the area.
