Samuel Colca, an APRA leader of the young town of Micaela Bastidas, was assassinated in November 1987 by subversives of the PCP-SL. This assassination was part of the Shining Path strategy of attacking APRA leaders of neighborhood organizations during Alan Garcia's government. The attack was part of a broader campaign against APRA locals, PAIT workers and APRA leaders, a situation that intensified after the 1986 prison massacre. This type of selective assassination represented a change in the strategy of the PCP-SL in the city, from sabotage to the physical elimination of neighborhood leaders.
