Major Miguel Seminario Ayacuchano was appointed head of the Chapi base between October and December 1987, radically changing military policy by prohibiting torture and executions, allowing the repopulation of the area and the return of 150 displaced persons.

Major Miguel Seminario Ayacuchano was appointed head of the Chapi military base between October and December 1987, marking a significant change in the army's attitude toward the civilian population. Unlike his predecessors, Major Ayacuchano prohibited the beatings of detainees, torture and extrajudicial executions that had characterized previous military operations in the area. He reunited the population dispersed in the mountains and initiated the repopulation of Chapi before December 25, 1987, changing the name of the place to Belén de Chapi for the Christmas holiday. His management allowed around 150 people to return from Andahuaylas to Chapi, achieving "some pacification" in the area and favoring the desertion of many inhabitants from the PCP-SL to join the self-defense committees.
