The congress took place in the midst of multiple strikes and protests in the agrarian sector, including strikes by sugar workers and Centromin Peru that had occurred months earlier. The CCP was an important peasant organization representing the interests of the Peruvian agrarian sector during a period of severe political and economic crisis.
