Political Polarization and Subversion in Peru
In September 1981, the director general of the Police of Investigations of Peru, Eduardo Ipinze Rebata, accused leftist parliamentarians of obstructing investigations into alleged subversives. This incident highlighted the existing distrust and political polarization in the Peruvian Parliament, hindering a unified response to the growing subversive threat. The political climate was further strained by internal conflicts within the ruling party, Acción Popular, leading to a reshuffling of the Minister of the Interior position.
A mediados de 1981, el director general de la PIP denunció que parlamentarios de izquierda obstaculizaban investigaciones sobre presuntos subversivos. La izquierda y el PAP criticaron la vaguedad de la tipificación del delito de terrorismo y su potencial para afectar libertades constitucionales, pero la mayoría parlamentaria ratificó el decreto. La polarización política impidió una respuesta estatal unificada al fenómeno subversivo en expansión, mientras que sectores como el "alvismo" dentro de Acción Popular utilizaban el tema de la subversión para obtener ventajas políticas.
