In mid-1987, the PCP-SL expanded the organization of the committees on the left bank of the Huallaga River, diversifying the chain and responsibilities of the Party representatives. The committee no longer depended on one delegate but on five representatives, of which three were principal: political command, military command and logistical command. This reorganization strengthened the control structure of the PCP-SL in the zone. The treasurer of the committee was the logistical command, in charge of administering the funds and properties "of the people" but also of supplying the medicines or provisions required by the Party. Under the leadership of the committee came the delegates who coordinated directly with the "masses" or population.
