Between Tulumayo and Nuevo Progreso, it forced the rural population to participate in blocking the road, destroying the asphalt and painting the facades of houses along the Marginal Highway. These first strikes constituted a powerful measure of force with which the PCP-SL not only succeeded in cutting off vehicle communication between Tingo Maria and the rest of Alto Huallaga, but also demonstrated its total control over the countryside which it 'emptied' to close off traffic. The rural population was forced to participate in these actions of blocking and destroying road infrastructure.
