The PCP-SL called the first armed strike in Alto Huallaga in June 1987 and forced the rural population to participate in the blockade of the Marginal Highway. With the armed strikes, the PCP-SL managed to cut off communications between Tingo Maria and the rest of Alto Huallaga. This event marked an escalation in the territorial control of the subversive organization in the coca-growing zone, where it had already established Parallel Popular Power Committees (CPPP) in larger towns with the aim of maintaining an information network, assassinating bad elements and charging quotas and collaborations.
