During the peasant mobilizations for the recovery of land, there were massive detentions of peasants in the provinces of Ayaviri and Azángaro. On April 19, 1987, 300 peasants were arrested in both localities. In addition, 400 additional soldiers arrived in Azángaro as part of the control operation. These arrests occurred in the context of the land seizures that the Departmental Federation of Peasants of Puno had decided to carry out between January and June 1987 in all the provinces of the department, culminating on May 19 with the recovery of more than 360,000 hectares by 172 peasant communities.
