This action marked the beginning of the Tupac Amaru Revolutionary Movement's public operations in the region. Although its first public acts date back to 1987 with attacks on the Banco de Crédito and the Michell wool company in the city of Puno, as well as takeovers of Radio Juliaca and Radio San Román in Juliaca, the MRTA's main interest was later concentrated in Sandia and San Juan del Oro. The group established a small number of militants who were unable to make significant progress in their proselytizing work, limiting themselves to carrying out some military actions.
