Military bases of Cangallo and Vilcas form Self-Defense Committees forcing community members

The self-defense groups in the communities studied were formed at the initiative of the Cangallo and Vilcas military bases. The ronderos began to organize in 1987. At the beginning, they had no weapons and only served as an alarm for the Base. The Base forced the formation of ronderos, first to guard the base. It was not until the ronderos were institutionalized through DL 741 of November 1991 that the Armed Forces provided them with military training and Mauser and Winchester type weapons.
