This was a historic milestone for the Peruvian Aprista Party (PAP), which for the first time became mayor of the Peruvian capital. Del Castillo had won the municipal elections held on November 9, 1986, obtaining 37.6% of the votes, beating Alfonso Barrantes Lingán of Izquierda Unida (34.8%) and Luis Bedoya Reyes of the PPC (26.9%). The official proclamation of the elected authorities had to wait until January 1987 due to problems in the National Jury of Elections of Lima and protests by the losing candidates.
