Between January and June 1987, the Departmental Federation of Peasants of Puno decided to 'recuperate land' in all the provinces of the department, in response to the slowness of APRA officials in implementing the restructuring of associative enterprises. On May 19, 1987, 172 peasant communities recovered more than 360,000 hectares in one of the most important peasant days of that period. This mobilization took place in the context of the land seizures initiated in December 1985 and the Supreme Decrees 005 and 006 of February 1986, which indicated restructuring actions. The land recovery was a peaceful and massive action of the Puno peasant movement.
